Technical Planning Support and Owner’s Engineer for Whitehorse Power Centres

The goal of this Project is to secure a qualified Technical Planner and Owner's Engineer to act as the Corporation’s technical representative and project manager for the Whitehorse Power Centres.
 
The Corporation is addressing an electrical generation capacity gap through a phased execution strategy. The project aims to establish 150 MW of permanent thermal generation across two primary sites to ensure long-term grid stability and energy security.
 

  1. Permanent Asset Mandate: This project is strictly for the installation of permanent, owner-purchased assets designed for a 25+ year lifecycle. All designs must prioritize utility-grade reliability, ease of maintenance, and integration into the Corporation’s long-term asset management framework.
  2. Site 1 (Target Energization Q4 2028): Build initial 15 MW of permanent power generation infrastructure. This phase is critical for immediate capacity needs and must be designed to accommodate an expansion of an additional 45 MW to reach a total of 60 MW by 2030. The transition from 15 MW to 60 MW must be planned to minimize operational downtime and construction interference.
  3. Site 2 (Target 2031): Construction of a 90 MW permanent generation site. This site represents the largest single capacity addition in the plan and requires comprehensive master planning to integrate with existing transmission infrastructure and regional environmental constraints.
  4. Site 3: Substation Improvement only.


The Project is intended to be delivered through an Engineering, Procurement, and Construction contract. The Corporation intends to procure the EPC contractor through a separate public procurement process.

The Consultant retained under this RFP, acting as the Technical Planner and Owner’s Engineer, will be responsible for developing the preliminary design basis, master planning, and business case, and supporting the Corporation by providing technical oversight to ensure the EPC contractor fulfills its contractual obligations with respect to safety, quality, schedule, and performance.

Vegetation Management Services 2026 - 2027

The purpose and overall goal of this program (the Work) is to maintain transmission line reliability by ensuring that vegetation management work is carried out safely and efficiently. This includes providing safe electrical clearances, supporting reliable system operation, and preserving access along transmission line rights-of-way by controlling vegetation growth within the existing maintained wireway.

The Work is intended to maintain the existing wireway and does not generally include widening of the right-of-way unless otherwise directed by the Corporation.

The Work will primarily consist of maintenance brushing within the existing transmission wireway, including the removal of brush, shrubs, and trees.

The brushing program includes work along the following transmission lines:

  • L170 – Whitehorse to Carmacks
  • L171 – Aishihik to Takini Substation
  • L173 – Carmacks to Minto Landing Substation
  • L176 – Mayo to Stewart North
  • L177 – Stewart North to Callison Substation
  • L174 – Minto Landing Substation to Pelly Crossing Substation
  • L178 – Carmacks to Faro
  • L355 – Otter Falls to Hains Junction
  • L356 – Faro to Ross River

Specific work locations and quantities are identified using milestone ranges and map documentation provided in Appendix 5 – Maps and Technical Reference.

The estimated total program includes approximately 451 transmission spans of vegetation maintenance.

All work shall be performed in accordance with the YEC Brushing Specifications, applicable safety, Yukon regulatory requirements and YEC operational and environmental standards.

This Request for Proposal is intended to establish a two-year Vegetation Management Contract. Proponents shall provide pricing for both Year One (2026) and Year Two (2027).

In addition to the transmission wireway brushing described above, YEC may direct the Contractor to perform additional vegetation management work during the term of the Contract. Proponents will therefore be required to provide unit pricing for Danger Tree and Hazard Tree removal, as well as hourly rates for labor and equipment that may be used to complete additional vegetation management work, including work on the distribution system.
